The minimum ability score before racial bonuses is 8, which gives a -1 modifier. You cannot go below 8 using the official Point Buy rules.
The maximum ability score before racial bonuses is 15, which gives a +2 modifier. After applying racial bonuses, you can reach up to 17 (+3 modifier) at level 1.
Only with specific races. A race with +2 to an ability (like Half-Orc for STR) starting at 15 would reach 17. To get 18, you'd need Custom Lineage (+2) plus a half-feat that gives +1, totaling +3.
